Fix PhabricatorAuthCSRFEngine.php strncmp(null) PHP 8.1 error

Summary:
Update PhabricatorAuthCSRFEngine.php such that it doesn't fall over when provided with a null CSRF token under PHP 8.1

Fixes T15654
