[Redesign] Update PHUIInfoView style, color

Summary: Tested various apps and fixed colors and spacing. Moved to shade standards for lighter feel.

Test Plan:
Legalpad, Maniphest, Differential, Form Errors, Broken Repository, anything I could find.
