Add a `bin/auth revoke` revoker for sessions

Summary: Ref T13043. Allows CLI revocation of login sessions.

Test Plan: Used `bin/auth revoke --type session` with `--from` and `--everywhere` to revoke sessions. Saw accounts get logged out in web UI.
