Fix 'key'/'type' swap in email reset / one-time-login controller

Summary: Fixes T9046. These got swapped around during refactoring.

Test Plan:
- Used `bin/auth recover` prior to patch (failed).
- Used `bin/auth recover` after patch (worked).
