Clean up Diffusion tag list query a bit

Summary:
- Use DiffusionCommitQuery.
- Use denormalized summary.
- Use stronger "Importing" test.

Test Plan: Viewed `/diffusion/X/` for repos with tags. Saw tags; saw importing commits marked as "Importing" instead of "Unknown".
