Convert AphrontTableView to safe HTML

Summary:
Lots of killed `phutil_escape_html()`.

Done by searching for `AphrontTableView` and then `$rows` (usually) backwards.

Test Plan:
Looked at homepage.

echo id(new AphrontTableView(array(array('<'))))->render();
