Mostly defuse DNS rebinding attack for outbound requests

Summary: Ref T6755. I'll add some notes there about specifics.

Test Plan:
- Made connections to HTTP and HTTPS URIs.
- Added some debugging code to verify that HTTP URIs were pre-resolved.
