Move SSHKey table to Auth database

Summary: Ref T5833. Since these will no longer be bound specifically to users, bring them to a more central location.

Test Plan:
- Edited SSH keys.
- Ran `bin/ssh-auth` and `bin/ssh-auth-key`.
