Expose xhpast via Conduit

Summary:
Create `phpast.{version,getast}` methods for calling xhpast
with `--version` and with source code as input, respectively.

Test Plan:
Run `arc call-conduit` a bunch of times; delete xhpast; run
it a bunch more times.
